I make the size fitted to the person, expand the skirt so it wraps around and seals with a zipper. I even am sometimes asked to substitute the cotton with a nice shiny fabric to make it formal. This was you just wear a black corset underneath (maybe something with pretty bows on the back?) so that it's still pretty, but doesn't take away from the Pikachuness.
